Notarials and Legalization


The two types of documents that may be notarized/legalized by the Philippine Consulate General (PCG) in Calgary are as follows:

  1. Documents that are executed or signed by individuals based in Alberta or Saskatchewan either:
    1. In the presence of the PCG consular officer (please note that this in-person service requires an appointment) OR
    2. In the presence of a local notary public, but the documents should bear the authentication of the Deputy Provincial Secretary’s Office of Alberta or the Ministry of Justice and Attorney General of Saskatchewan. These notarized and authenticated documents may be submitted to the PCG by mail.
  2. Documents issued by Canadian agencies or institutions in Alberta or Saskatchewan (e.g., Birth/Marriage/Death Certificate, etc.) that bear the authentication of the Deputy Provincial Secretary’s Office of Alberta or the Ministry of Justice and Attorney General of Saskatchewan.

Both types of documents must have a consular notarization or authentication of the PCG so that they will be accorded legal effect in the Philippines.

The PCG does not authenticate documents that are executed or issued in other provinces of Canada.


Procedure

The PCG accepts authentication applications via:

  1. In-person submission, but only for clients with confirmed appointments made through http://www.calendly.com/yycpcg/nonpassport OR
  2. Postal mail

For in-person submissions

Only those with confirmed appointments can come to the PCG for an in-person submission of documents for notarization/legalization.

Examples of documents that may be directly notarized by the PCG include, but are not limited to, Special Power of Attorney, Affidavits, Contracts and other agreements. Since the applicants will sign these documents in the presence of the PCG’s Consular Officer, these documents do not have to be notarized and authenticated by the provincial authorities of Alberta and Saskatchewan anymore when brought to the PCG.

Applicants can also submit, in person, certain documents requiring authentication by the PCG, such as those issued by the Alberta/Saskatchewan provincial governments like the birth certificate, marriage certificate, death certificate and court document. All documents to be authenticated by the PCG must already bear the authentication of the Provincial Governments that issued them. This means the documents should have the green-ribboned provincial government authentication certificate affixed to them.

Below are the step-by-step procedures for in-person submission:

  1. Book an appointment for a notarial/civil registration service with the PCG using its Calendly appointment system: http://www.calendly.com/yycpcg/nonpassport
  2. On the date and time of your appointment, please bring:
  3. the original set of documents to be consularized;
  4. a photocopy of each page of the set of documents to be consularized;
  5. original ID and two (2) photocopies of the ID per set of documents. The names on the ID and the documents to be consularized should exactly match;
  6. payment of CAD 36.25 in CASH per original set of documents (card payments are not accepted);
  7. a self-addressed unused return (self-stamped) envelope that the PCG will use to mail the consularized document to the applicant. You may also bring an unused Xpresspost envelope with tracking features; and
  8. a note stating the applicant’s full name, address, email, and phone number.

Please note that processing of the documents takes seven (7) business days, counted from the next business day following receipt of application, before the documents are returned by mail to the applicants, provided the requirements and procedures listed above are complied with. The PCG is NOT RESPONSIBLE for any delay or loss in the mail or any other uncontrollable circumstances surrounding the notarization or authentication of the documents.

It would be best to use an envelope with tracking features so the applicant would know the status of the delivery of the documents by Canada Post/private courier service.


For Mailed Submissions


I. Authentication of Documents

For those based in Alberta

1. Please visit https://www.alberta.ca/document-authentication-other-jurisdictions-countries.aspx for updated information on authentication procedures in Alberta.

2. Bring your document to a local notary public for notarization.

3. Send the notarized document to the Deputy Provincial Secretary’s Office in Edmonton for provincial authentication. The document containing the local notary public’s original signature and seal can be mailed to the Deputy Provincial Secretary’s Office along with a written request for a certificate of authentication. Please contact said office for information on fees to be paid and for other queries at:

4. Upon receipt of the Alberta-authenticated document, please photocopy one set and mail both original and photocopy to the PCG for consular authentication, along with a bank draft in the amount of CAD 36.25 (per document) payable to “PHILIPPINE CONSULATE GENERAL”, the applicant’s contact details (cellphone number and email address), and a prepaid self-addressed unused mailing envelope, preferably with tracking features.

5. After processing by the PCG, the authenticated document will be mailed to the applicant using the prepaid self-addressed unused mailing envelope provided.

For those based in Saskatchewan

1. Please visit https://www.saskatchewan.ca/government/notarized-documents-legislation-maps/authenticating-notarized-documents for current information on authentication procedure and fees in Saskatchewan.

2. Bring your document to a local notary public for notarization.

3. Send the notarized document to the Ministry of Justice and Attorney General in Regina for provincial authentication. The document containing the local notary public’s original signature and seal can be mailed to the Ministry of Justice and Attorney General along with a written request for a certificate of authentication.
